Organizado à revelia dos Estatutos de 1873, este Congresso foi presidido por Max Müller (1823-1900), apologista de um maior acolhimento a orientalistas encartados, com percurso académico ou científico comprovado: “What we chiefly want are Oriental scholars […]. We do not wish to exclude mere lovers of Eastern literature, nor travelers, or dragomans, or even intelligent couriers; they are all welcome; but when we speak of Oriental scholars, we mean men who have shown that they are able at least to publish texts that have never been published before, and to translate texts which have never been translated before” (Müller [1892], 9). À exceção de José Maria Rodrigues, mais nenhum nome português se associou a este evento cuja preparação foi simultânea à do X Congresso Internacional de Orientalistas previsto, no mesmo ano, para ter lugar em Lisboa e em conformidade com os estatutos fundadores. Veio, no entanto, a ser desconvocado de véspera por motivos de precaução sanitária contra um surto de cólera que estava a alastrar pela Europa. Se a sessão de Lisboa pretendia apresentar-se como a décima da série de congressos estatutários, sucedânea portanto do IX Congresso (Estatutário) de Londres de 1891, a de Londres de 1892 proclamou-se como a nona da série de congressos não-estatutários. Concorrente às sessões de Londres de 1891 e Lisboa de 1892, sobrepôs-se à primeira, ficando oficialmente seriada como o IX Congresso Internacional de Orientalistas, a que se seguiu o X Congresso de Genebra, em 1894.
